Thomas L. Plouffe, Esq. has been with the Brockton Housing Authority since 2005, serving in a variety of positions.  Currently Attorney Plouffe is the Division Director of Housing Administration where he oversees the Admissions Department, the Leased Housing Department, the Affordable Housing Department and the Human Resources Department while serving as Senior Counsel to the Authority.

Prior to coming to the Authority, Attorney Plouffe had a private practice of law and served as the City Solicitor of Brockton for 9 years.  Attorney Plouffe holds a Bachelor of Arts from Stonehill College and earned his Juris Doctorate from the New England School of Law, where he served on the Law Review.

Attorney Plouffe is also an adjunct faculty member at Massasoit Community College

Tom started his career at the Brockton Housing Authority in July 1990 as the Assistant Supervisor of Tenant Selection.  During his tenure he has held several positions within the Authority such as Director of Program Management, Chief Operating Officer and Assistant Executive Director.  In August of 2013 Tom was appointed to the position of Executive Director.

Tom holds his Bachelor of Arts degree in Political Science from the University of Massachusetts, Amherst and his Master of Public Administration Degree from Bridgewater State University.
